GANGTOK, 27 JULY: The Sikkim chief minister Mr Pawan Chamling  today created a record by presenting the annual budget for the 15th time in a row. Mr Chamling, who also holds the finance portfolio, has been in the state government since 1994.
Marking the first day of the budget session in the Assembly, the CM tabled a deficit budget for 2009-10. The gross receipts for the financial year 2009-10 stood at Rs 5655.72 crores while the total expenditure has been estimated at Rs 5657.55 crores.
With the non-plan component in the budget tabled shooting up to Rs. 2094.19 crores, the CM highlighted on the need to cut down government expenditure.
“We have to institute stringent policies, as we have been doing in the past, towards curtailing non-plan expenditure and in implementing austerity measures in government expenditure. The urgency in this regard is imperative,” said Mr Chamling.
The Chief Minister further informed the House about the increase in the internal revenue sources of Sikkim. The revenue sources have recorded an increase by 17.3 per cent in 2008-09 he said.
“We will need to focus on improving our revenue generation by widening our tax base and examining options of imposing user charges while also ensuring maintenance of high standards of service in the delivery system to the community,” he said.
Mr Chamling added that the state government would continue to explore all avenues to generate additional revenue.
“The boost we have received through promotion of service sectors like eco-tourism is very encouraging. The economic prospect that we see in all our hydro-power projects can transform Sikkim into a self-reliant state,” he said.
